Xira Partners’ Design-Build-Lease (DBL)
program is suited perfectly for Federal Government Departments
and Agencies that seek to lease Office, Warehouse, or
Office/Warehouse space that cannot be found in existing spec
inventory.
Our team has well over 100 years experience in developing,
building and managing commercial, residential and industrial
real estate. We have the knowledge to keep the “concept” time
to a minimum and the expertise to get the building done quickly
without sacrificing quality.
We will build and own the building, and lease it to
you.
The process is structured to give you what you
exactly want;
not sort-of what you want, maybe, and we have financing in
place.
We will typically find a number of tracks of
land that will accommodate your building needs.
Then, once a site is settled on w
e will exercise an option on that site to hold it while we
work with you to design the perfect building on your selected
site.
Once designed and accepted by you, we will compute our cost to
purchase the site and build your building.
Once a lease has been negotiated, based on our cost, we will
buy the site, build the building* and deliver you the
keys.
We own and
manage the building. Your Agency will lease it from
us.
Your obligation is to make the lease payments, as agreed, over
the term of the lease. We take care of everything
else.
Here in a nutshell is our DBL Program:
1.
Agency or Department requires leasehold building.
2.
Xira’s team searches high and low to find sites that
work.
3.
Agency or Department selects the site from our list that is
best.
4.
Xira works with Procurement Team to design a
building.
5.
Agency or Department okay’s building design, and lease is
negotiated.
6.
Upon signing lease, 100% of the cost of the project is place in
bank, land is purchased, building is built under bond*, and
when finished,
7.
Agency or Department moves in.
We do all the heavy lifting.
We provide 100% of the capital necessary to accomplish the
goals.
We enter into a full service lease with the base and variable
cost identified. The base cost (plus inflation adjustments) is
fixed. The operating cost (variable) is estimated in year one
and adjusted annually thereafter.
Terms should run from 15 to 25 years, with appropriate
extensions, as required.
The longer the initial term of the lease, the lower the lease
payments.

(*) We should mention that our builders are bonded, with
capacity up to $120 million, and every building is bonded
during construction.

Limitations
The cost of our
minimum size transaction should total at lease $5 million
dollars. That, then limits the size of the building that will
work under our DBL Program.
Depending on
geographic location, our size limits vary. For instance an
office building in California will cost more to build than an
office building in Mississippi.
The same holds true for
other types of buildings.
So, we may be
limited, for instance, to a minimum of 35,000 sq. ft. for land
and an office building in one area, with that going up to
perhaps 41,000 sq. ft. in another area for the same
building.
For rules of
thumb, in most cases we are good to go on office projects over
40,000 sq. ft. and on warehouse projects over 60,000 sq. ft. If
it is a combination office/warehouse, the office-warehouse
gross sq. footage should be at least 50,000 sq.
ft.
Many variables
may effect the cost, thus the workability, of any given
project. The more special purpose a building is, the greater
the possibility a smaller building will fit within our
guidelines.
